Here is how I understand this.

When you create a character you do not choose a server at all, any character can play with any other character. When you log in there will be a list of districts, like the servers in a game like counterstrike, that can each have 50 enforcers and 50 criminals. These districts will be either normal or chaos ruleset. Each time you log in, you can choose whatever district you want to enter. In game you may need to go to a certain location, or just bring up a menu, to choose a new district to enter. I imagine there will be physical boundaries preventing you from reaching the edge of a district. No matter what you do at first you should always be able to pick a chaos or normal district depending on your mood, or meet up with any other player you want to.

So if there 100000 people per world but only 3 districts! And no loading screens what then? I'm really disapointed there only 3 districts and one of them is social dunno if there alot of fighting in that or what. I think realtime guys where asked a question whether the districts would be massive e.g. gta massive and they basically said no, to what extent I don't know but I will be sad if the areas are too small.

As I understand it. There will be 3 major areas Social zone, Waterfront zone, and Comercial zone. You enter the last 2 for missions etc. I guess the social zone is where all the shops and gang contacts are, and the fence. The game will find opposit players of the same rank as you and place them in the same zone. Up to a limit of 100. There is also a possibility that you could choose numberd zones(waterfront #1, waterfront#2 etc). How large the zones are is anyones guess, but probably fairly large since you get access to cars early in the game.

someone found a video about it, and that is mostly correct. How chaos/normal works nobody knows yet, or how the transition works.
but yeah 3 districts, 1 social, 2 action. and the districts are instanced (so you'd have waterfront 1, waterfront 2, etc)

I'm pretty sure nobody actually confirmed that there are *chaos* and *normal* districts. I think it is just speculation.

there has been no confirmation if the chaos "servers" are actual servers you choose to join or districts you can choose each time you play.

But as you read my post, I just explained that there are currently 3 districts. But how chaos/normal works nobody knows yet.

Um.. it should be pretty obvious that it will be a chaos "Server" rather then a district.

Just like in WoW you had PvP servers Roleplay servers and Core servers.
(also, limiting the number of places a player would want to play is not normally a good idea)

i'm a little disappointed to hear there will only be two districts.
But now i can bet that they will release more districts as expansion packs

I wonder if we will be able to "bind" ourselves to a particular Instance.
it would beat having to switch instances all the time to find your friends
Plus you would actually get to know the people your fighting against (the ones that bind to the same district anyway)

With only 100 total players in a action district at a time I highly doubt you can bind to one, with 50 on 50 some clans will take up a whole side.

Right I think it will be the same way champion's online did it

You either go to some kind of bridge or train or just press escape then there will be an option to join each district it will be a long list like
Water front - (80 players)
Water front - (98 players)

When the maps get full a new one is made
ect you just choose one then you enter that map simple as that

*Mis-read something, no-one actually mentions if districts will be hard to make due to large size.

Are there people who think the districts will be hard to make? mapping is one of the easier things in a game, since it's usually just 80% of the same recycled area around you, with very little variety when you actually look at the entire map from above. Saints row has a good amount of variation in their areas, but they provably only then only use about 5-8 different building textures, and only have 1-5 "land marks" within those zones
